Partnership with NGOs

With the 3P strategy of engaging the people, private and public sectors to conserve, value and enjoy our water resources, PUB has established a close partnership with NGOs to spread PUB’s messages. This will leverage on both PUB’s and NGO’s strengths, to provide an impetus for more community involvement and finally to achieve our goal of every Singaporean taking ownership of our precious water resources.

NGOs which PUB is working with are:

  • Singapore Environment Council
  • Waterways Watch Society
  • Punggol South Riverwatch


Singapore Environment Council

The Singapore Environment Council (SEC) evolved from the National Council on the Environment (NCE), which was formed in November 1990. The NCE was restructured to form an independent body, to nurture, facilitate and co-ordinate environmental causes and group activities in Singapore.

The Singapore Environment Council (SEC) is a non-profit organization set up with the following objectives:

  • To promote greater public awareness of and concern for the living and natural environment in Singapore;
  • To encourage members of the public to be more environmentally conscious and display a greater sense of environmental responsibility;
  • To co-ordinate environmental promotion and protection undertaken in Singapore and to organize and assist other organizations and institutions, bodies and persons for the purposes of environmental and protection; and
  • To study, develop and improve measures for the promotion and protection of the environment which are suitable for adoption by private and public organizations, educational institutions, community organizations, the media and the general public in Singapore.

Partnership with PUB

As a non-profit organization, SEC has been actively spreading water conservation messages among the 3P sectors (People, Private and Public) through the following programmes:

  • Promoting Singapore Green Labelling Scheme for Clothes Washing Machines and Water Efficiency Labelling Scheme (WELS);
  • Conducting talks for schools and tertiary institutions on water conservation and Water Efficiency Labelling Scheme (WELS; and
  • Hosting two websites: “10-litre Challenge” and “Water Efficiency Labelling Scheme”.

Waterways Watch Society

Waterways Watch Society (WWS) is a special volunteer group formed in 1998 to monitor, restore and protect the aesthetics of our waterways.

Partnership with PUB

With the mission to keep Singapore’s waterways clean and free of pollution, this special volunteer group has been working together with PUB to take care of our waterways through the following programmes/activities:

  • Weekly River Patrols along Geylang, Kallang, Rochor and Singapore River, and the Marina Bay area;
  • Community Youth Bike Patrol Programme – Youths are attached to WWS for 4 Saturdays to conduct bike patrols along our waterways;
  • School Programme – A talk is given to primary students followed by a beach cleaning session;
  • Corporate Programme – A talk is given to participants followed by river patrols and beach clean-up;
  • Camp Enviro Programme – A camp that educates students and other interested parties on the importance of our environment and how we can care for it; and
  • Organizing activities like kayaking, canoeing and dragon boat races, and participating in events like Clean and Green Singapore (CGS), International Coastal Clean-up and World Water Monitoring Day.

Punggol South Riverwatch

The Punggol South Riverwatch, spearheaded by the Punggol Civil Defence Executive Committee, was formed on 25 Oct 2003 to take care of the safety issues at Sungei Serangoon. On 24th Aug 2005, they extended their work to include looking into the cleanliness of our waterways by adopting Sungei Serangoon.

Partnership with PUB

  • To patrol and conduct clean-ups around Sungei Serangoon and its tributaries on weekends;
  • To visit households and install water-saving kits during grassroots events; and
  • To distribute anti-litter leaflets to residents residing near Sungei Serangoon and to educate them on the importance of keeping our waterways clean.
