Partnership with NGOs
Under its 3P strategy of engaging the people, private and public sectors to conserve, value and enjoy our water resources, PUB has established a close partnership with NGOs to spread the water messages. By leveraging on NGO’s strengths, PUB aims to get community to be more involved so as to get every people to take ownership of our precious water resources.
NGOs which PUB is working with include:
PUB is also actively working with the Water Sports Associations to promote water activities in our waterways and reservoirs.

Nature Society Singapore
Formerly a Singapore branch of the Malayan Nature Society, it was formed in 1954 and became the Nature Society (Singapore) [NSS] in 1991. NSS is dedicated to the appreciation, conservation, study and enjoyment of the natural heritage in Singapore, Malaysia and the surrounding region. Run by volunteers, the society depends financially on contributions from its members as well as companies, institutions and individuals.
Activities conducted by NSS include:
- Organising nature appreciation activities like guided walks, bird and butterfly watching, slide talks and overseas eco-trips;
- Conducting conservation projects and surveys
- Collaborating with schools and community groups to promote nature appreciation and education
- Campaigning for the protection of natural habitats
Partnership with PUB
- Organising monthly bird watching walk at Kranji Reservoir
- Conducting talks, publish publications and photo exhibitions to encourage understanding, protection of nature and impact of our activities on nature.
- Working with PUB on improving habitats for birds at Kranji Reservoir

The Organisation of Senior Volunteers
The Organisation of Senior Volunteers (RSVP) is a non-profit organisation with charity status launched in 1998 by the then Prime Minister Goh Chok Tong. RSVP provides community-based services to a broad spectrum of community, particularly in the areas of education, health, IT and inter-generational integration.
Partnership with PUB
RSVP volunteers work as facilitators in PUB's Outdoor Classroom, and at PUB's community events.

Singapore Environment Council
The Singapore Environment Council (SEC) evolved from the National Council on the Environment (NCE), which was formed in November 1990. The NCE was restructured to form an independent body, to nurture, facilitate and co-ordinate environmental causes and group activities in Singapore.
A non-profitable organisation, SEC's objectives are as follow:
- Promoting greater public awareness of and concern for the living and natural environment in Singapore;
- Encouraging members of the public to be more environmentally conscious and display a greater sense of environmental responsibility;
- Co-ordinating environmental promotion and protection undertaken in Singapore and to organise and assist other organisations and institutions, bodies and persons for the purposes of environmental and protection;
- Studying and developing measures for the promotion and protection of the environment which are suitable for adoption by private and public organisations, educational institutions, community organisations, the media and the general public in Singapore.
Partnership with PUB
As a non-profit organisation, SEC has been actively spreading water conservation messages among the 3P sectors (People, Private and Public) through the following programmes:
- Promoting Singapore Green Labelling Scheme for Clothes Washing Machines and Water Efficiency Labelling Scheme (WELS);
- Conducting talks for schools and tertiary institutions on water conservation and WELS;
- Hosting two websites: “10-litre Challenge” and “Water Efficiency Labelling Scheme”.

Waterways Watch Society
Waterways Watch Society (WWS) is a special volunteer group formed in 1998 to monitor, restore and protect the aesthetics of our waterways.
Partnership with PUB
With the mission to keep Singapore’s waterways clean and free of pollution, these volunteers have been working with PUB to care for the waterways. Their activities/programmes include:
- Weekly River Patrols along Geylang, Kallang, Rochor and Singapore River, and the Marina Bay area;
- Community Youth Bike Patrol Programme – Youths are attached to WWS for 4 Saturdays to conduct bike patrols along our waterways;
- School Programme – A talk is given to primary students followed by a beach cleaning session;
- Corporate Programme – A talk is given to participants followed by river patrols and beach clean-up;
- Camp Enviro Programme – A camp that educates students and other interested parties on the importance of our environment and how we can care for it; and
- Organising activities like kayaking, canoeing and dragon boat races, and participating in events like the Clean and Green Singapore (CGS), International Coastal Clean-up and World Water Monitoring Day.
Environmental Challenge Organisation (ECO) Singapore
Environmental Challenge Organisation (Singapore), or ECO Singapore, is a not-for-profit social enterprise. ECO Singapore aims to establish a voluntary environmental movement, thereby creating opportunities for active involvement by Singaporean youths, instilling a sense of commitment and awareness of environmental issues and global hazards. By providing youths a holistic approach towards environmental issues, ECO Singapore's mission is to encourage youths to take initiative and choose to live environmentally sustainable lifestyles.
PUB has collaborated with ECO Singapore on a Student Water Audit Programme where student leaders are trained to educate their peers on how to carry out a water audit exercise.
