Internationalisation
Some 40 years ago, Singapore’s survival was threatened by the shortage of water. Today, we have turned water from a strategic vulnerability into a strategic advantage. Singapore has earmarked the environment and water industry as one of the three key growth sectors to diversify the economy.
PUB works closely with the Environment and Water Industry Development Council (EWI) to develop Singapore as a Global Hydrohub. Besides facilitating research and technology development, we are also focusing on industry development and internationalisation.
To create a vibrant environment and water industry in Singapore, PUB’s internationalisation strategies include:
- Attracting more companies to locate their operations in Singapore;
- Grooming our local companies to world-class champions;
- Encouraging major international players to anchor their R&D, engineering, manufacturing and headquarters operations in Singapore and
- Assisting Singapore-based companies in exporting their products and services to growing markets.

To raise Singapore’s international standing on water resource management, PUB has established linkages with several reputable International Organisations (IOs) and Non-Governmental Organisations (NGOs): |

Based in Amsterdam (Netherlands) , the International Water Association (IWA) is a global network of water professionals, spanning research and practice, and covering all aspects of the water cycle. PUB and IWA organised IWA Asia Pacific Region Conference and Exhibition in 2005. PUB also hosted the IWA Young Water Professionals Conference 2006, IWA Leading Edge Technology Conference 2007 and WHO Water Safety Plan Workshop 2008. Singapore companies exhibited under the Singapore Pavilion at IWA World Water Congress in Beijing in 2006. IWA is a strategic partner for Singapore International Water Week and a co-organizer of Water Convention from 2008–2010.

The International Desalination Association (IDA) is based in Massachusetts (USA) and is an international non-profit organisation aiming to disseminate information and establish forums on desalination. PUB hosted the 2005 IDA World Congress, 2007 Singapore Desalination and Water Reuse Summit, and will be hosting the inaugural IDA Fellowship Programme in 2008. IDA is also a strategic partner for Singapore International Water Week and a co-organizer of Water Leaders Summit from 2008–2012.

Asian Development Bank (ADB) is a multilateral development finance institution aimed at reducing poverty in Asia and the Pacific, and is based in Manila. ADB supports a wide range of projects from water to poverty reduction to capital markets development. ADB launched the publication on Asian Water Development Outlook 2007 in Singapore and sponsored a Workshop on Management of Urban Water Cycle for participants from developing countries during the Singapore International Water Week 2008.

Asia Pacific Water Forum (APWF) was officially launched at ADB Financing Conference in Manila on 27 Sep 2006. APWF is participating in the Japan Business Forum and setting up a Japan Pavilion at the Singapore International Water Week 2008. PUB is one of the APWF lead agencies to promote capacity development and training on urban water management for the Asia Pacific. Singapore will be hosting the 2nd Asia Pacific Water Summit in 2010.
