Good Practices
Due care and diligence during piling works and structure works can protect the underground public sewers, link sewers and deep sewerage tunnels from being damaged. QPs, PEs & Contractors play an important role in ensuring preventive measures are in place.
Please note the "Dos and Don't" on the prevention of damage to the public sewerage system.
1. Sanitory Works Requirements
All sanitary works shall be carried out in accordance with the requirements of the Code of Practice on Sewerage and Sanitary works and shall comply with the provisions of the Sewerage and Drainage Act (Chapter 294), the Sewerage and Drainage (Sanitary Works) Regulations.
The Singapore Plumbing Society (SPS) maintains a list of qualified plumbers to serve the construction industry and the public. The list of SPS Registered plumbers is published in the SPS website at URL address: www.plumbing.org.sg. Developers, QPs/PEs and house owners are encouraged to engage SPS registered plumbers to carry out the sanitary/sewerage works for your projects.
2. Sanitary Works for New Development and Additions & Alterations Projects
Detailed plans for sanitary works for developments requiring Building Plan / Detailed Plan submission under the Building Control Act /Sewerage and Drainage Act are required to be submitted by the Qualified Person (QP) via BCA Corenet e-submission system to the Central Building Plan Unit (CBPU) of the National Environment Agency (NEA) for registration and obtaining the clearance certificate. The QP shall use the standard application form "Application for Clearance Certificate for DP on Sewerage" to apply to CBPU (NEA) for the Clearance Certificate.
Upon obtaining clearance of the Detailed Plan (Sanitary) from CBPU (NEA), the QP is required to notify the Water Reclamation (Network) Department (PUB) on the commencement of sanitary works via BCA Corenet e-submission system and apply for PUB(WRN)’s approval before allowing the workmen to enter the public sewer/manhole or other confined spaces to carry out any works including inspection.
During the progress of the sanitary works, the QP is required to carry out his own checks/inspections/water test to ensure that the sanitary works are constructed in accordance with the registered plans.
Upon completion, the QP is required to inspect the completed sanitary works and rectify all defects. The QP will then submit the Form C/QP [and Form C1/QP, if applicable] and a set of the "As-Built" plans via BCA Corenet e-submission system to Water Reclamation (Network) Department (PUB) to certify the completion of the sanitary works.
The Water Reclamation (Network) Department (PUB) may inspect the completed sanitary works before issuing the Compliance Certificate to the QP and the Sewerage Clearance for TOP/CSC to CBPU (NEA).
The QP shall give at least 3 weeks of advance notice to PUB (WRN) to carry out the inspection/water tests to avoid delay in obtaining the Compliance Certificate.
3. Simplified Submission for Additions and Alterations to Landed Houses (Detached, Semi-detached, Terrace and Linked House)
The submission system is applicable to addition and alteration to existing landed houses only. It is a simplified submission system without the need to obtain technical clearance from CBPU of the National Environment Agency (NEA) both at the building plan submission stage and CSC application stage. The QP must purchase the SIP (Sewerage Interpretation Plan) from CBPU and ensure that his proposal does not affect the existing public sewer before making the submission directly to BCA. To qualify for submission under the simplified procedure, the proposal shall satisfy the requirements below:
(1) no public sewer within the development lot or the proposed building/structure extension is not built over/across the sewer or less than the required clearance from the sewer within the development lot.
(2) no new sewer connection to public sewer outside the development lot.
(3) no new minor sewer extension works. For submission to BCA, QPs shall comply with the procedure as published in the BCA website http://www.bca.gov.sg ( Building Plan > Simplified Submission (Landed House) > General) Upon BCA's approval of the building plan, BCA will then forward a copy of the approval letter, Building Plan and the declaration form to CBPU/WRN for record. Upon completion of works, the QP shall submit the Form C/QP to WRN. There is no audit inspection by the Water Reclamation (Network) Department and no issuance of CSC clearance by CBPU.

4. Minor Sanitary Works
For A & A works that involves new provision and installation of grease trap and new sanitary plumbing and drainage system in an existing premises/building (which originally has no sanitary facilities), the Owner/Occupier/contractor shall submit an on line application Form F to the Water Reclamation (Network) Department for approval of the proposed works. The layout/detailed plan showing the proposed sanitary works shall be submitted together with the application.
House owners/Occupiers of the premises are encouraged to engage a SPS registered plumber, to carry out the minor sanitary works.
Exemption: For minor sanitary works such as the repair, removal or replacement of WCs/floor traps and defective/corroded sanitary piping or any addition to existing sanitary facilities or sanitary appliances in an existing premises/building, submissions of plans and notification for commencement and completion of the works are not required.
However, in the case of addition/deletion of WCs/urinals in the premises, the Owner/Occupier is required to notify the Water Reclamation (Network) Department within one month of the change in the quantity of sanitary fittings installed in the premises. This is for the Department to arrange with SP Services Ltd to adjust the Sanitary Appliances Fee (i.e. $3.00* per fittings) which is billed monthly through the SP Services Ltd Bill.

5. Temporary Sanitary Facilities at Trade Fairs
For provision of temporary toilet/sanitary facilities at trade fairs, after the organiser has obtained the NEA's trade fair permit, the plumber / operator / contractor shall submit an online application Form I attaching the detailed plans showing the proposed connection of the temporary toilets/ sanitary facilities to public sewers/holding tanks to the Water Reclamation (Network) Department for approval.

6. Temporary Sanitary/Toilet Facilities at Construction Sites
For provision of temporary toilet/sanitary facilities at construction sites, after the QP has registered the detailed plans on environmental health for provision of temporary toilets with CBPU (NEA), the contractor/plumber shall submit an online application Form E attaching the detailed plans showing the proposed connection of the temporary toilets/ sanitary facilities to public sewers/holding tanks to the Water Reclamation (Network) Department for approval
He is also required to notify the Water Reclamation (Network) Department of the completion of the temporary toilet/sanitary/sewerage works via online Form H and submit the online Form G to declare the quantity of sanitary fittings installed), as well as the SP Services Ltd Utilities Account Bill number to facilitate the charging of Sanitary Appliances Fee. 7. Sewerage Works
Detailed Plan for sewerage works (Sewer/Sewage treatment plant) are required to be submitted by a QP (Professional Engineer) via BCA Corenet e-submission system to the Central Building Plan Unit (CBPU) of the Planning and DevelopmentDepartment (PDD), NEA for registration and obtaining the clearance certificate. The QP shall use the standard application form "Application for Clearance Certificate for DP on Sewerage" to apply to CBPU (NEA) for the Clearance Certificate.
Upon obtaining clearance of the Detailed Plan (Sewerage) from CBPU (NEA), the QP (PE) responsible for the sewerage works is required to notify the Water Reclamation (Network) Department (PUB) via BCA Corenet e-submission system on the commencement of sewerage works and apply for PUB(WRN)’s approval before allowing the workmen to enter the public sewer/manhole or other confined spaces to carry out any works including inspection.

The procedure to be followed by QP/Contractor for the construction of sewerage works are as follows:
8. Sanitary Wares, Pipes and Fittings, Manhole/Inspection Chamber Frames and Covers
The sanitary wares, pipes and fittings, manhole/inspection chamber frames and covers used in the construction of a sanitary plumbing and drainage system shall be of a design and construction complying with the Singapore Standards or other acceptable Standards prescribed in the Code of Practice on Sewerage and Sanitary Works. Separate approval from the Water Reclamation (Network) Department (PUB) for their use is not required. However, the Water Reclamation (Network) Department (PUB) may require valid certificates/test reports to be submitted for verification.
The sanitary ware, pipes and fittings, manhole/inspection chamber frames and covers shall be clearly embossed or permanently marked with the brand name/trade mark, the country of origin and the Standards which the product conforms to at a conspicuous position so that they can be clearly identified.
The sanitary ware, pipes and fittings, manhole/inspection chamber frames and covers for use in sanitary works/sewerage works may be listed in the "Product Listing Scheme (PLS)" administered by the PSB Singapore. 9. Temporary Occupation Permit (TOP) and Certificate of Statutory Completion (CSC)
The Water Reclamation (Network) Department (PUB) issues sewerage clearance to advise the Central Building Plan Unit (CBPU) of NEA to grant Clearances for TOP/CSC when all requirements of the Water Reclamation (Network) Department (PUB) pertaining to sewerage, sanitary, mechanical and electrical works have been complied with and is certified to be in order by the QP.
The QP shall submit the standard form "Application for TOP Clearance" or "Application for Compliance Certificate (CSC Clearance)" to CBPU (NEA) via BCA Corenet e-submission system to apply for TOP Clearance or CSC clearance for a completed development when all the requirements pertaining to sewerage/sanitary, drainage, environmental health and pollution control are complied with.

10. Declaration of Quantity of Sanitary Fittings Installed in Premises
A Sanitary Appliance Fee of $ 3.00 (after GST) per month is chargeable for each of the sanitary fittings (as listed below) installed in any premises and connected to any public sewerage system
SP Services Ltd is the PUB authorised collection agent for the Sanitary Appliance Fee. The Sanitary Appliance Fee is billed monthly through the SP Services Ltd Utilities Account.
The Owner/Occupier (or the SP Services Ltd Account holder) of the premises shall submit an online Form G to inform the PUB within one month of the changes in the quantity of the sanitary fittings installed in their premises.
