Hiring Plumbers

Water service plumbing works can only be carried out by PUB Licensed Water Service Plumbers (LWSP).

LWSPs are licensed by PUB to ensure they maintain good standards of water service plumbing. They have to adhere to safety, water quality and water conservation guidelines set by PUB when carrying out works in their premises.

Homeowners and service hirers need to ensure that they approach credible platforms and employ only PUB Licensed Water Service Plumbers for their water service plumbing works.

Offence

Is it an offence to hire an unlicensed plumber to carry out water service plumbing works?

Under the Public Utilities Act, it is an offence for anyone to engage a plumber who is not licensed by PUB to carry out water service plumbing works.

Simple Plumbing Works

Handymen without a licence can do the following simple plumbing works:

Water Service Works (Potable Water)

      • Changing of shower hose and showerhead from tap
      • Changing of connecting hose from tap (i.e. after terminal fitting) to washing machine, dish washer 
      • Changing of connecting hose with spring loaded self-closing nozzle from tap/ garden tap (i.e. after terminal fitting)
      • Connection of instantaneous water heaters after stop valve
      • Changing of flushing mechanism within flushing cistern or flexible hose to flushing cistern
      • Changing of tap or flexible hose to tap

Sanitary Works (Used Water)

    • Installation, replacement or removal of any washbasin, sink, bathtub/ shower tray/ enclosure, including installation or replacement of bottle trap/ fitting trap below the wash basin/ sink, floor waste outlets and associated pipes which connect to an existing floor trap 
    • Replacement of grating or cover of floor trap or floor waste
    • Clearing of blockage in floor trap/ water closet/ sanitary appliances
    • Clearing and flushing of sanitary pipes and sanitary drain-lines/ inspection chambers

Works can only be carried out by:

  • PUB Licensed Plumbers (LP).
  • PUB LWSP (No Change).

Works can only be carried out by:

  • PUB Licensed Plumbers (LP).
  • SPS-registered sanitary plumbers.

From 1 April 2018, non-SPS registered, freelance plumbers can only:

  • Work under the direction of LPs.
  • Work under the direction of current LWSPs or SPS-registered plumbers until 30 September 2018.

From 1 October 2018

  • All plumbing works can only be carried out by LPs.
  • Plumbers without licence can only work under the direction of LPs.

Footnotes

1) When works involve the design of a plumbing system or storage tank, a Professional Engineer must be engaged for design and supervisory works.

2) For new development and building works, the developer or building owner hs to engage a Qualified Person (QP), who is either a Registered Architect or a Professional Engineer, to prepare and submit plans for proposed sewerage/sanitary works. The QP is also required to ensure that the works are properly constructed and in accordance to the plans.
