PUB Consultants Private Limited

Previously known as Singapore Utilities International Private Limited, PUB Consultants Private Limited (“PUBC”) is a wholly-owned subsidiary of PUB. The commercial arm of PUB, it plays a strategic role in nurturing or grooming the water industry in Singapore.

Riding on PUB’s expertise in water management, PUBC supports Singapore-based water companies in their overseas ventures. These include infrastructure development, operation and maintenance of municipal systems in water supply, used water treatment and disposal, and water reclamation and recycling.

Through the national water agency’s established international network, it has secured beachhead projects opening doors to key markets like the Middle East & North Africa, the Americas, China, India, and Africa.

Some of the international projects PUBC and its partners have worked on include:

Middle East

  • Supported Keppel Seghers, as a technology partner, to secure a project to design, build and operate the Doha North Sewage Treatment Works in Qatar. The plant has a peak treatment capacity of 439,000m3/d and serves a population of 900,000.

  • Supported CPG Consultants Pte Ltd to secure a consultancy project in Trinidad and Tobago for a water recycling plant, which will cater to a population of 150,000. Hyflux subsequently secured the EPC project to build the plant.



  • Supported Singbridge International on a project with the Guangzhou Development District Administrative Committee. The project scope included water resources development and management for the Sino-Singapore Guangzhou Knowledge City.

  • Supported Singapore Cooperation Enterprise (SCE) on a consultancy and capacity development project for water recycling and reuse in Bangalore and to provide consultancy services for a Water Reuse Plant in New Delhi, India.

  • Supported CH2M Hill to secure a consultancy project for the Upper Mare aux Vacoas (MAV) water supply zone in Mauritius. The scope of the project included reducing non-revenue water, improving water distribution efficiency, capacity building and improving the monitoring of the water supply distribution network.
