Water Efficiency Fund |

To balance the ever-increasing water needs of industry, individuals and the environment, PUB has set up the Water Efficiency Fund (WEF) to encourage companies to look into efficient ways to manage their water demand or promote water conservation in the community.

Eligibility CriteriaThe eligibility criteria for applicants are as follows:
- Companies with monthly water consumption - Potable Water (PW) / NEWater (NW) / Industrial Water (IW) of more than 1,000m3. Individual companies with monthly consumption each of less than 1,000m3 can choose to apply for this fund collectively e.g. associations and groups of commercial enterprises. Project should yield at least 10% reduction of water consumption (PW, NW and/or IW)
- In addition to criteria 1, for industries in which recycling is already a norm e.g. wafer fabs, WEF will only be given to the company if it puts in place a system that conserves water at a rate at least 10% higher than the norm in its industry.
- Organisations which intend to organise community-wide campaigns to promote water conservation can also apply for WEF.

Projects Eligible for Funding and Funding FrameworkPUB will fund the following types of water efficiency projects:

Feasibility Study
- PUB will co-fund 50%* of the feasibility study cost, subject to a cap of $50,000.
- In the event that the feasibility study shows that it is not feasible to implement the water conservation initiatives, PUB will co-fund 10% of the feasibility study cost, subject to a cap of $10,000.

Water Audit
- PUB will co-fund 50%* of the water audit cost, subject to a cap of $5,000.
- In the event that it is not viable to implement water conservation initiatives recommended by the water audit, PUB will co-fund 10% of the water audit cost, subject to a cap of $1,000.

Recycling Efforts / Use of Alternative Source of Water
- PUB will fund the company at $0.40 for every m3 of PW / $0.10 for every m3 of NW/IW saved over the economic life of the facilities or 7 years (whichever is earlier), or
- up to 50%* of the capital cost of the facilities, whichever is lower and subject to a cap of $1 million per project.

Community-wide Water Conservation Campaigns and Programmes
- PUB will fund organisations for community-wide campaigns or programmes to promote water conservation, subject to a cap of $5000 or
- 50% of cost of organising the programme, whichever is lower.
* Up to 80% for Small and Medium Enterprises (SMEs) with effect from 1 Dec 08. SMEs must meet the following criteria: i) registered or incorporated in Singapore ii) at least 30 % of shareholding is local iii) company's group fixed assets are below $15 million # iv) company has no more than 200 employees (for companies in the services sector) #
# Computed on a group basis i.e. checking up to three levels for corporate shareholders holding 20 % or more of the total shareholding in the company and one level down, where the company holds more than 50 % of the shareholding in a subsidiary company.

Projects Not Eligible for FundingThe following are not eligible for funding :
- Rainwater harvesting projects.
- Initiatives that are put in place to comply with regulatory requirements, e.g. water-saving devices such as water efficient taps and flushing cisterns, trade effluent discharge limits or earth control requirements.
- Premises that purchase water efficient devices like low flow taps/ showerheads, low capacity flushing cisterns/ urinals, water urinals.
- Use of NW/IW to replace potable water.

Online Enquiry
Interested applicants are encouraged to discuss the proposed projects with the relevant PUB officers prior to application. You may do so through Online Enquiry, email pub_wef@pub.gov.sg or call the WEF Administrator at 6731 3556 / 6731 3618 / 67313405.
Applicants will be informed of their application status within 1 month of receipt of their application forms. If more time is required to evaluate the application, PUB will inform the applicant accordingly.
