Singapore is divided into 3 waterways management catchments for effective drainage management and control. Each catchment is managed by a catchment management team who is responsible for planning and implementing control strategies to achieve effective drainage within the respective catchment areas. The main functions of the catchment team are as follows :
- work out drainage control plan for the catchment;
- safeguard land for existing and future drainage systems;
- control platform levels of new land developments;
- identify and implement new drainage schemes;
- monitor and maintain drainage records;
- advise developers/public on drainage matters; and
- carry out flood investigations and site surveillance.
In Singapore, while the local drainage networks are implemented by the developing agencies and developers in conjunction with the land development works, the main land drainage infrastructures are designed and implemented directly by the Public Utilities Board. Since 1982, the Public Utilities Board has completed some $1.5 billion worth of drainage projects.
With effective drainage management and flood control, the flood prone areas in Singapore were reduced from 3178 ha in 1970's to 98 ha in 2008.
