Terms and Conditions

 

PUB Global Innovation Challenge (the “Programme”) is organised by Public Utilities Board (“PUB”) Singapore (“the Organiser”).

 

These Terms and Conditions (“T&C”) govern the Programme. Participation in the Programme constitutes acceptance of these Terms and Conditions, which may be amended by the Organiser at its sole discretion. A separate contract agreement will be executed upon the award of the project.

 

ARTICLE 1 – DEFINITIONS

“Programme Application”: go.gov.sg/gic5-apply

Submissions: refers to the Programme Application and the Proposal collectively.

“Participant”: refers to any institution, organisation, company or individual registered in accordance with the T&C that participates in the Programme.

 

ARTICLE 2 - CONDITIONS FOR ENTERING THE PROGRAMME

 

2.1 Participation in this Programme is free of charge.

2.2 By participating, the Participant acknowledges having read and unconditionally accepted these T&Cs in their entirety.

2.3 Any breach of these T&C will result in immediate disqualification from the Programme.

 

ARTICLE 3 - APPLICATION AND ACCESS TO THE PROGRAMME

 

3.1 To participate in the Programme, the Participant must complete the Programme Application on the Website by 1600 hours Singapore time on 17 November 2025 (the “Deadline”).

3.2 Programme Applications containing incomplete information will not be accepted.

3.3 The Participant consents to being contacted by the Organiser via email and telephone throughout their participation.

 

ARTICLE 4 - CHARACTERISTIC FEATURES OF THE SUBMISSIONS

 

4.1 Submissions must be in English and submitted in DOC, DOCX, PPT, PPTX or PDF format.

4.2 If the Organiser encounters difficulties reading the Submissions, the Participant must re-submit them within 12 hours of notification.

4.3 Each Participant warrants that the content of the Submissions and any other additional document submitted for the Programme is their original work. If it is found that the content has been plagiarized, the Participant will be disqualified.

4.4 All photos or images used must be free of copyright. In any case, the Organiser bears no responsible for the use of documents over which third parties have rights.

 

ARTICLE 5 – INCUBATION PHASE & PILOT FUNDING

 

5.1 Following the Deadline, PUB will evaluate Participants based on their Submissions. Shortlisted Participants will be invited to a pitch interview, after which selected companies ("Finalists") will proceed to the Incubation phase.

5.2 Finalists must submit a detailed project proposal using PUB’s prescribed template, including project cost breakdown and justifications for requested funding (“Funding Application”). PUB's Project Evaluation Panel will review applications and determine final funding amounts. Finalists may be eligible for funding of up to S$500,000.

5.3 Multiple Finalists per challenge statement may receive funding. PUB maintains absolute and sole discretion in accepting Funding Applications. 

5.4 The approved funding is non-transferable, and its sale or exchange is strictly prohibited.

5.5 Components and items eligible for funding, along with the disbursement of approved funds shall be subject to PUB’s prevailing terms and conditions. Generally, funding disbursement shall be based on the completion of project milestones, as determined with and approved by PUB.

5.6 Upon successful completion of the pilot, additional funding or contracts may be provided for the deployment and scale-up of solutions.

5.7 Participants are responsible for the payment of all applicable statutory taxes, including withholding tax, for work performed in Singapore. Where withholding tax applies, the Organiser will withhold a percentage of the payment for manpower for remittance to the Inland Revenue Authority of Singapore (IRAS). ARTICLE 6 - INTELLECTUAL PROPERTY

 

6.1 By participating in this Programme, the Participant consents to the disclosure of the Submissions to the Organiser and Programme associates, and to the publication of information relating to the Submissions across various media platforms, including social media.

6.2 The Participant warrants that all of the copyright, patents, trademarks, design rights, know-how, and other intellectual property and proprietary rights subsisting in or used in connection with the Submissions (“Intellectual Property Rights”) is and remain the sole property of the Participant.

6.3 The Participant shall indemnify, defend, and hold harmless the Organiser against any and all claims, suits, losses, damages, costs, fees, and expenses arising out of or in connection with the Intellectual Property Rights.

6.4 These T&C do not constitute a license of the Intellectual Property Rights by the Participant to the Organiser.

 

ARTICLE 7 – COMMUNICATION

 

7.1 The Participant authorises the Organiser to reproduce their trademark and registered business names free of charge on communication materials about the Programme, including, but not limited, to websites, email signatures, newsletters, press releases, posters or banners at trade fairs, and on various social media platforms.

7.2 The Participant agrees and consents to public disclosure and use of their company members’ name, image, audio, and video recording for publicity purposes without payment or compensation.

 

ARTICLE 8 – LIABILITY

 

8.1 The Organiser shall not be liable to the Participant for any loss, damage, cost or expense incurred or suffered by the Participant howsoever arising in connection with the Participant’s participation in the Programme, whether virtually via the website, or physically in person, and including but not limited to the disclosure and publication of the Submissions in connection with the Programme.

 

ARTICLE 9 – PERSONAL DATA

  

9.1 Where the Participant has disclosed to the Organiser personal data of her/himself (where the Participant is a natural person) or of his representatives (where the Participant is a corporate entity), the Participant hereby gives his own consent, and confirms that he has obtained from such persons their consent to the collection, use and disclosure by the Organiser of such personal data, for example, as mentioned in Article 3.

 

ARTICLE 10 – MODIFICATION OF TERMS AND CONDITIONS

  

10.1 The Organiser reserve the right to modify the T&C at any time, without prior notification to the Participant. The Participant is invited to read the T&C, which are published on the Website, on a regular basis.

 

ARTICLE 11 – CANCELLATION AND SUSPENSION OF THE PROGRAMME

  

11.1 The Organiser reserve the right to cancel, shorten, and suspend the Programme without prior notice.

 

ARTICLE 12 – CONFIDENTIAL INFORMATION

  

12.1 Except with the written consent of the Organiser, the Participant shall not disclose any information issued or furnished by or on behalf of the Organiser in connection therewith to any person.

12.2 In addition to the foregoing, the Participant shall not make use of any information obtained directly or indirectly from the Organiser or compiled or generated by the Participant in the course of the Programme which pertains to or is derived from such information, other than use for the purposes of this Programme, without the prior written consent of the Organiser.

 

ARTICLE 13 – GIFTS, INDUCEMENTS AND REWARDS

  

13.1 The Organiser will disqualify any Participant who has offered, given, or agreed to give any gift or consideration as an inducement or reward for Programme participation.

 

ARTICLE 14 – APPLICABLE LAW

  

14.1 These T&C are governed by and construed in accordance with Singapore law. The Organiser and the Participant submit to the exclusive jurisdiction of the Singapore courts.
