While we have made significant progress in reducing flood risks in Singapore, it is impossible to eliminate floods entirely. In land-scarce Singapore, we cannot continually expand our drainage infrastructure to cater to every extreme rainfall scenario. Strengthening community resilience is therefore essential in mitigating the impacts of flooding. This includes raising awareness of flood risks, fostering understanding that flooding may happen from time to time, and encouraging communities to take proactive steps in planning and protecting against flooding.
PUB supports the community in becoming flood-ready through various ways. Our forecasting and warning services provide timely information to the community to help them better prepare and respond to flood incidents. PUB also engages with residents and businesses in flood-prone areas, distributes flood protection devices, and organises community exercises and outreach activities to enhance flood preparedness.
PUB, together with Siglap C2E, Eastwood Ria RN and Bedok Constituency Office, hosted the Let’s Get Flood-Wise community workshop with about 20 community leaders, volunteers, and residents to brainstorm ideas to strengthen flood resilience ahead of the Northeast monsoon.
Do you know what to do when a flood happens? In 2024, we organised the first-ever community table-top exercise on climate threats at Victoria Junior College, bringing together over 50 grassroots leaders, residents, youths, and business representatives to dive into discussions on an extreme flooding scenario.

PUB visits residents and shop owners at their homes and places of business in flood-prone areas and hotspots, before the Northeast Monsoon season, to educate them on flood safety.
PUB actively works with organisations in flood-prone areas to conduct flood preparedness drills for facilities managers and staff. The drills typically include a hands-on simulated drill where participants get familiar with PUB’s flood protection devices and have the chance to practise setting them up.
PUB collaborates with grassroots organisations to raise public awareness on flood preparedness and share essential flood safety tips with residents living in higher risk areas. These efforts are carried out through interactive booths at community events.
