Singapore, 18 June 2026 – National water agency PUB as part of a broader Alliance for Action1 (AfA) launched the Flood-Resilient Developments (FRD) Guidebook today. This publication will help owners, design professionals and property management professionals strengthen the flood resilience of developments. Over 200 participants from government agencies, industry, and academia attended the launch of the guidebook at the second edition of the Singapore Water Association (SWA) Southeast Asia Symposium on Coastal Protection, organised in conjunction with Singapore International Water Week (SIWW) 2026.

2     Rising sea levels and extreme weather driven by climate change are intensifying flood risks. Alongside investment in public coastal protection and drainage infrastructure, individual developments can also take steps to ensure safety, maintain functionality, and protect critical assets during inclement weather. The guidebook introduces the concept of a Flood Risk Assessment Matrix tool to help stakeholders determine the likelihood and impact of floods, as well as appropriate actions to manage flood risk and prepare for flood scenarios.

Collaborative efforts

3     Co-created through an AfA, the guidebook pools together the collective expertise of the industry on flood management. This collaboration enabled the exchange of perspectives across disciplines, distilling industry insights and on-the-ground experience into practical guidance that considered the various needs, design intents, and operational realities of different developments.

4     While the guidelines and flood risk assessment matrix set out in the guidebook are not mandatory, they help design professionals, property owners and property management professionals to make more informed decisions on flood-proofing their properties, based on their specific site characteristics and operational needs.

5     Er Lim Peng Hong, co-lead of the Alliance for Action, shared that the AfA provided a valuable platform for the industry to work alongside PUB in shaping this guidebook. “As representatives of our respective fields, we ensured the contents would be practical and relevant to property owners, design professionals, and property management professionals. I hope this guidebook will serve as a useful guide as each of us has a part to play in building a flood-resilient Singapore."

6     Stakeholders who participated in engagement workshops during the development of the guidebook have welcomed it as a practical and timely resource. Kenneth Chan, Assistant General Manager for Building Management Services, Singapore Land Group, shared that, “the flood response plan has a clear flow that is simple to follow. The toolkit consolidates possible flood protection options available on the market and would be a useful resource.”
