Building a community around Kallang River a community around Kallang River11/7/2015 4:00:00 PMABC Waters injects colourful tapestry into waters at Potong Pasir3/3/2016 12:00:00 PMIssue DatePress ReleaseAbout PUBAbout PUB’s tagline: Water for All: Conserve, Value, EnjoyFind out more about us
This morning, a community of students and residents joined PUB, the national water agency, in bringing to life the colourful waterscape flowing through Potong Pasir estate. The transformed waterfront comprises an intricate tapestry of flowering shrubs, lush water-edge planting and beautiful vegetated swales and rain gardens that augment the picturesque views of the revitalised river. The planting of Ipomoea pes-caprae (Beach Morning Glory) at one of the three rain gardens by the Adviser for Potong Pasir SMC Mr Sitoh Yih Pin marks the official opening of this 400-metre stretch of Kallang River rejuvenated under PUB’s Active, Beautiful, Clean Waters (ABC Waters) Programme (see map in ANNEX A).

Students from St Andrew’s Secondary School had earlier lent their hands in rain garden planting in June. Rain gardens treat rainwater runoff using specially-selected plants and soil media before it is discharged into the river. Together with the vegetated swales, these ABC Waters design features help to improve the quality of rainwater runoff entering Kallang River, while doubling up as outdoor classrooms that provide learning opportunities on rainwater runoff treatment.

As the first adopter of a waterway and an inaugural recipient of PUB’s Watermark Award, St Andrew’s Secondary School has been actively conducting frequent clean-ups, river studies and projects along Kallang River since 2005. The school is also developing a learning trail in the long run, which will be conducted for the community on a regular basis.

Secondary two student Marcus Lim who participated in rain garden-planting in June said, “I'm exhausted and happy at the same time because I get to plant the saplings with my friends. I also learnt new things like how the plants cleanse rain water, before it flows into the river.” Rahul Haridas Pillay, his fellow classmate added, “I've never taken part in something like this before. I’ve never thought a small plant can play such a big part in the environment… I’m learning so much about Singapore’s environment and rivers and I’m excited to be taking part in this…to really care about our environment.”

Secondary two students from St Andrew’s Secondary School taking part in rain garden planting

Crafting social fabric with water backdrop

Community events and outdoor classroom learning are now possible with a new open plaza, which can accommodate about 750 people. Potong Pasir grassroots organisations have already expressed interest to adopt the river and carry out bonding activities for residents along the revitalised waterway. The active community also plans to keep residents and schools updated on the happenings in the neighbourhood through displays at the plaza. For a start, St Andrew’s Secondary School will be putting up photos of old Potong Pasir and visuals of its students carrying out water activities by the river.

Four lookout decks with timber seating positioned strategically along the river banks also bring people closer to water to enjoy the waterfront view. A myriad of plants varying in shades of green, red and purple, along with water edge plantings, was designed to enhance not only water quality but also enliven the environment and enrich biodiversity (see ANNEX B).

ABC Waters @ Kallang River (Potong Pasir)

Vegetated swale

Rain garden

Open plaza with shelter and seats

Lookout deck

Amongst the residents who have been looking forward to the transformation is Mdm Irene Ong Ai Siang, 62 years old, who has been living in the estate for 23 years, “With the ‘new’ river now, I can see the water is very clean, and the scenery, with different types of plants and flowers, really makes people want to come down to have a look…a lot of people are waiting to ….make use of this place to have more brisk-walking and jogging. In the evening, we have plans to hold gatherings around here.”

Mr Tan Nguan Sen, PUB’s Chief Sustainability Officer, said, “It is heartening to receive the support of schools, residents and community groups who have participated actively in shaping this project and enhancing the vibrancy of this community space. Under the ABC Waters Programme, we endeavour to revitalise pockets of blue spaces along Kallang River, the longest river in Singapore serving a large catchment area that includes estates like Toa Payoh, Bishan and Potong Pasir. Together with our partners, I hope everyone can take ownership of our waters and play an active role in keeping them clean and free of litter.”

Adviser for Potong Pasir SMC Sitoh Yih Pin and PUB Chief Executive Ng Joo Hee officially open ABC Waters @ Kallang River (Potong Pasir).

Adviser for Potong Pasir SMC Sitoh Yih Pin and PUB Chief Executive Ng Joo Hee planting a sapling at a rain garden at ABC Waters @ Kallang River (Potong Pasir).
PUB is a statutory board under the Ministry of the Environment and Water Resources.
