PUB will be deploying a 50 megawatt-peak (MWp) floating solar PV system at Tengeh Reservoir by 2021. Separately, EDB is launching a Request for Information (RFI) to explore the possibility of a 100MWp floating solar PV system for private sector consumption, starting with studies at Kranji Reservoir. Announced by Minister for the Environment and Water Resources Mr Masagos Zulkifli at the Asia Clean Energy Summit (ACES) 2018, the two projects come on the back of substantive feasibility studies done at Tengeh Reservoir.</p><p style="font-size:18px;line-height:30.24px;text-align:justify;">Singapore’s cleantech efforts are part of a broader, global shift towards renewables due to technology advances, lower cost of renewable solutions and coordinated policies by many countries to take serious action to deploy clean energy solutions. Singapore does not have many alternative renewable energy options and solar energy is presently the most technically and economically-viable option. In line with its aim to reduce carbon emissions, and in support of the Year of Climate Action, the Singapore Government is advancing the growth of solar energy in Singapore in collaboration with the private sector, environmental NGOs and community groups. However, as solar energy generation is dependent on surface area, Singapore’s land constraints remain a challenge. Hence, harnessing solar energy in more innovative and efficient ways, such as floating solar PV on our reservoirs, will help Singapore achieve its solar deployment plans. ​</p> <strong>Tengeh Reservoir: Powering PUB installations with solar energy</strong> <div> <strong> <br></strong></div><p>In October 2016, PUB and EDB launched a 1MWp floating solar PV testbed at Tengeh Reservoir to study the feasibility of deploying floating solar PV systems on Singapore’s reservoirs. The systems were found to perform five to fifteen percent better than conventional solar PV rooftop systems due to the cooler reservoir environment. Studies conducted also showed no observable change in the reservoir’s water quality and no significant impact on the surrounding wildlife. </p><p>To further assess the feasibility of large-scale deployment, PUB carried out further environmental and engineering studies in 2017 for a 50MWp floating solar PV system at Tengeh Reservoir. Findings from the studies showed minimal impact on the environment and water quality. Throughout the study, PUB had also engaged environmental nature groups to ensure minimal disruption to the ecology and biodiversity at Tengeh Reservoir. </p><p> Building on these favourable results, PUB will be scaling up the testbed to deploy a 50MWp floating solar PV system at Tengeh Reservoir within the next three years. Energy generated from Tengeh Reservoir’s floating solar PV system will go towards powering approximately seven percent of PUB’s current energy needs. PUB will share more details in the tender to be launched in 2019. </p><p>Tapping onto the surface areas of reservoirs to host floating solar PV systems allows PUB to reduce its overall carbon footprint. Together with the previously proposed floating solar PV systems at Bedok, Lower Seletar and Upper Peirce Reservoirs, these four solar projects can collectively save about 36 kilotonnes of carbon dioxide. This is equivalent to taking 7,900 cars off the road annually. However, the deployment of the floating solar system at Upper Peirce Reservoir will depend on the findings of the on-going environmental impact assessment. </p> <strong>Kranji Reservoir: Exploring large-scale floating solar PV</strong><div><b><br></b><strong> </strong> <p>Increasingly, as companies turn to renewable energy to reduce their carbon footprint, the availability of renewable energy in Singapore is viewed as a favourable consideration for business investments and expansions. In support of this, EDB has launched a RFI for a large-scale floating solar PV system for private sector consumption. The RFI adopts a two-stage model to explore the potential deployment of this commercial floating solar PV system. </p><p>At the exploratory stage, the RFI will invite potential renewable energy users from the private sector to submit proposals on how they can harness solar energy through the deployment of a large-scale floating solar PV system. Through the RFI, EDB hopes to determine the private sector’s demand for renewable energy, and identify an end-user who will partner relevant government agencies in evaluating the feasibility of this large-scale floating solar PV system. The second stage will require the selected end-user to perform comprehensive studies to assess the potential environmental impact of the proposed project, before any decision is made to deploy the solar PV systems. </p><p>The project will commence studies with Kranji Reservoir given its larger water surface area. It is estimated that a small portion of Kranji’s surface could yield up to 100MWp of floating solar PV. This could reduce 52 kilotonnes of carbon emissions each year, which is equivalent to taking 11,200 cars off the road annually. Kranji Reservoir is an important ecological biodiversity site and implementation of the project is contingent on the results of comprehensive environmental studies. </p><p>“The pursuit of environmental sustainability can complement our economic growth. With solar being the most viable renewable energy for large-scale adoption in Singapore, the deployment of floating solar PV will help generate new economic opportunities, and support the renewable energy aspirations of our private sector players,” said Mr Chng Kai Fong, Managing Director, EDB.</p><p>“Given that land is scarce in Singapore and solar energy generation is fundamentally dependent on the availability of surface space, the large surface areas of PUB’s reservoirs provide immense potential for solar deployment. Tengeh and Kranji Reservoirs are good examples. Tengeh’s solar energy will be consumed by PUB to power treatment processes and we will allow the private sector to study the feasibility of deploying an even larger system in Kranji Reservoir.
