Water Closet Replacement Project


PUB has launched a project in the older HDB flats to help households who are currently placed on community assistance schemes replace their existing 9 litres water closets with more water efficient ones. This replacement will be done for free, and is aimed at helping families to save water. 

PUB will also replace existing non-water efficient basin taps/mixers and kitchen taps/mixers at the same time. 

When were these older estates built?

These older estates refer to the HDB flats built between 1987 and 1992.

How much water can these households save after installing a water efficient water closet? 

In general, households can save up to 5 litres of water for each flush with the replacement of their  water closets. Overall, they can save up to 10% in their monthly water bills.

The project will take place over three years, starting from June 2017.

What is a water closet?

A water closet is a flushing toilet that can be either a sitting or squatting type.

What is considered as a non-water efficient water closet?

Water closets that use 9 litres of water for each flush and do not have a dual flush option are considered as non-water efficient water closet.

What is considered a water efficient water closet?

Water efficient water closets come with a dual-flush option and do not use water exceeding 4.5 litres for each full flush and 3 litres for each half flush.

Who is eligible?

Households that are residing in HDB flats built between 1987 and 1992 AND are currently placed on community assistance schemes are eligible for this project. There is no need for the households to make their application to PUB.

How will eligible households be notified?

PUB will notify eligible households via letters from June 2017 to inform them of this project.  Letters will be sent out in batches and households should receive their letter of notification no later than May 2018.

Upon receiving PUB's notification letter, households that are still fitted with 9-litre water closet(s) and would like to have these water closet(s) replaced can refer to the following steps: 

1) Read the instructions in the notification letter 

2) Make arrangements with PUB or its appointed contractor to replace the water closet(s) 

3) Arrange for a family member to be present during the installation of the new water closet(s). The whole replacement process will take about 3 hours for each water closet.

How to search for the building period of a HDB flat?

You may wish to enter the postal code of your flat to check if your HDB flat is built between 1987 and 1992.
