Plumbing Works

Overview

A plumbing system refers to the pipes and fixtures installed in premises/buildings. There are two types of plumbing systems in all facilities. One caters to the supply of tap water and the other takes care of the disposal of used water.

Water service plumbing work refers to the laying, installation, alteration, repair or replacement of water pipes, tanks, taps and fittings in the drinking water supply system, for the conveyance of drinking water.

Sanitary plumbing work, on the other hand, deals with sanitary discharge pipes and sanitary appliances (water closet or WC, urinal, sink, etc), such as installing, changing or relocating toilet bowls and sanitary piping system, for carrying used water from the premise/building to the used water system.

Licensed Water Service Plumber

In Singapore, it is mandatory that water service plumbing work shall only be executed only by a water service plumber licensed by PUB.

When works involve the design of a pumping system or storage tank, a professional engineer registered with the Professional Engineers Board (Singapore) must be engaged for design and supervisory works. Works on plumbing shall be carried out by a licensed water service plumber, thereafter.

The professional engineers and licensed water service plumbers shall comply with the requirements in the Singapore Standard CP48 - Code of Practice for Water Services, the Public Utilities (Water Supply) Regulations and the Public Utilities Act when carrying out water service design and installation works.

Why do we need to license water service plumbers?

Water service plumbers are licensed by PUB to ensure they maintain good standards of water service plumbing. They have to adhere to the safety, water quality and water conservation guidelines set by PUB when they carry out works in customers' premises.

These plumbers are also certified based on their qualifications and experience in plumbing works. They have to attend refresher courses to maintain their professional standards.

Is it an offence to hire an uncertified plumber to work on the water service plumbing work?

Under the Public Utilities Act, it is an offence for anyone to engage a plumber who is not licensed by PUB to carry out water service plumbing work.

Is it an offence to pretend to be a licensed water service plumber?

It is an offence for anyone to carry out water service plumbing work, advertise or otherwise pretend to be a licensed water service plumber without a valid PUB Water Service Plumber Licence. The penalty for such offences is a fine not exceeding $10,000 or imprisonment for a term not exceeding 3 years or both.
