Singapore's reservoirs and waterways form an integral part of our water catchment system and are a vital source of water supply. Under the Active, Beautiful, Clean Waters (ABC Waters) programme, selected spaces have progressively opened for recreational activities, including fishing.
Fishing is permitted only at designated areas within 15 reservoirs and waterways across Singapore.
Designated fishing areas are carefully chosen based on the following considerations:
• Safety of anglers, by avoiding sites with steep, slippery or otherwise unsafe embankments, as well as areas prone to fluctuating water levels
• Safety of other reservoir users, such as pedestrians, kayakers and dragonboaters, by maintaining adequate buffer distances from high-traffic footpaths and designated water activity zones
• Public accessibility
• PUB’s operational requirements
Designated fishing areas are marked on-site by fishing zone signage and blue railings.
Signage is installed to clearly demarcate designated fishing and no-fishing areas.
Areas with blue railings are designated for fishing.

• Fishing only within designated areas
• Use of artificial bait only
Exercising a little consideration goes a long way in making our reservoirs and waterways a safe and pleasant environment for all to enjoy.
• Cast lures with care to avoid injuring others
• Fly fishing is not allowed
• Give way to pedestrians when using shared pathways
• Practise catch and release where possible
• Avoid disturbing wildlife
• Use of artificial bait only
• Keep the area clean and dispose of unwanted fishing lines, hooks and other waste in litter bins
• Ensure children are accompanied by adults
Offences and applicable penalties under the Public Utilities Act
