Who shaped the Coastal Protection Plan?

 
We consulted a wide range of stakeholders when drawing up the plans. These include residents, grassroots leaders, nature groups, businesses and recreational users. These stakeholders were engaged through various platforms, such as our dialogue series “Our Coastal Conversation” and the “Living with the Rising Seas” Ideas Competition.

PUB also established the Coastal Protection Expert Panel in 2020. The panel comprised experts from Singapore, Japan, the Netherlands, United States, and United Kingdom to consult on PUB’s proposed plans and strategies.

Identifying the range of potential measures

Whether there are existing high grounds or upcoming development plans near the coast.

We will ride on natural elevation where possible for coastal protection. If not, we will integrate coastal protection measures into upcoming development plans. This saves resources while avoiding disruptions to the area.

Whether the measures can be built incrementally over time.

We go for options that can be raised when needed if sea level continues to rise, for instance sea walls, so that we do not over-build upfront.

Otherwise, we build measures that can meet longer-term sea level rise.

In some cases, building coastal protection structures incrementally is not possible. These are typically major infrastructure like coastal barriers which may be more difficult and costly to build incrementally.
